The Government today during the session will consider the bill "On ensuring the commercial accounting of natural gas." The Prime Minister of Ukraine Mykola Azarov said that today opening the Government session.

According to him, the bill provides for the establishment of gas meters in apartments and houses in which gas is used comprehensively, including heating, from October 1, 2011.

"I think the energy sector reform, based on the principle of energy saving will quickly make suppliers and consumers use all modern methods of accounting, control, and energy saving" - Mykola Azarov said.

The Prime Minister stressed that Ukraine has nearly 14 million gas consumers, but only 8 million or about 60% are equipped with relevant meters: "So, 2/5 of consumers pay for natural gas in accordance with consumption rate, regardless of actual size. It costs people, on the one hand, more because the tariff for consumers without meters is bigger. On the other hand, people have absolutely no incentive to optimize the consumption of gas, save money" - Mykola Azarov said.

The Prime Minister of Ukraine stressed that in Ukraine in per capita consumption of gas is three times more than in any other European country, even with the similar climatic conditions.

Furthermore, according to Mykola Azarov, the Government today during the session will consider the decree, which set clear rules and effective management of funds obtained by selling quotas for greenhouse gases. According to the decree, these funds will be spent on energy efficiency measures, renewable energy, new technologies of heat and electricity, environmental protection etc..

Cabinet of Ministers of Ukraine will also consider bills and resolutions that determine the order of state registration of innovative projects and the State Register of innovative projects, tasks for National IT Development Program.

In addition, the Government will determine the allocation of additional subventions to local budgets for the payment of state social assistance to orphans and children deprived of parental care, to provide cash to parents and educators.
